Primer Properties is in its pre-acquisition phase. The plan below describes the housing we are building toward. We will update this page as properties come online.

The first acquisition

Our initial target is a minimum of eight residential units in the Chicago area, acquired through mission-aligned capital such as seller financing, Community Development Financial Institution lending, Federal Home Loan Bank Affordable Housing Program funds, and applicable HUD programs. Every unit will be reserved for veteran households.

Who is eligible

We do not impose eligibility criteria based on race, religion, gender, sexual orientation, or any other basis beyond veteran status, family relationship, and program income standards.

What affordable means here

Rents are set at or below HUD-VASH Fair Market Rent for the area. For residents with a HUD-VASH voucher, the resident contribution is 30% of adjusted income and the Housing Assistance Payment covers the remainder. Where project-based vouchers are available, we will pursue them so affordability is attached to the unit, not dependent on the market.

Referral and coordination with VA and HUD-VASH case managers.

Connection to mental-health and substance-use treatment through community and VA providers.

Employment & career

Referrals to employment and career services.

Benefits navigation

Financial-literacy support and help accessing earned benefits, including through veteran service organizations.

Primer Properties does not directly provide licensed clinical services. We are the coordinating entity that makes sure residents are connected to them.

Referral partners

We intend to receive resident referrals primarily through HUD-VASH, the Supportive Services for Veteran Families program, the Grant and Per Diem program, and HUD Continuum of Care coordinated entry systems. If you work in one of these programs and want to talk about future placements, contact us.
